Whole House Weatherization Training
July 8-July 12, 2019
Choanoke Area Development Association of North Carolina Incorporated., (CADA) has received funding from the US Department of Energy and The North Carolina Housing Finance Agency to weatherize home and rehabilitate the homes of eligible residents in Bertie, Edgecombe, Halifax, Hertford, Martin and Northampton Counties. CADA seeks local contractors in the following trades to implement weatherization standard measures; Evaluation, Cleaning and Tuning of HVAC Systems, HVAC’s, Electricians, Plumbers, Insulation and Incidental Repairs.
CADA also needs Contractors to repair single-family homes with funding from the Urgent Repair and Essential Single Family Rehab Program. All contractors must have the capacity, equipment and trained staff to install measures in accordance with program standards and the requirement of the State of North Carolina and must provide evidence of trained staff or be willing to train staff to meet required certifications and agree to a minimum of 40 annual continuing education for staff assigned to work with CADA. Contractors must provide proof of required insurances and equipment prior to contracting and beginning work.

Program Goals/Objectives: The housing counseling program provides counseling to consumers on seeking, financing, maintaining, renting, or owning a home. The program also assists homeowners in need of foreclosure assistance. Households are provided group education by purpose (pre-purchase homebuyer education workshops) and receive one-on-one counseling by purpose.
First-time Homebuyer
Homeownership remains the largest and best investment a family can make for the long term, and it supports the national and local goals for an ownership society. Most consider it the “American Dream”. Homeownership is a cornerstone indicator of financial success and stability.
CADA’s purpose is to educate and assist modest income borrowers in the process of purchasing their dream home. In this process, clients are assisted in repairing their credit, educated on available mortgage products, provided a prequalification of their mortgage loan and when eligible, provided down payment assistance.
The homebuyer education curriculum includes the following topics: “Get the Facts” sponsored by Freddie Mac, Bank on It, Check It Out, Pay Yourself First, Keep It Safe, Identify Goals and Overcoming Obstacles, Money Matters, Credit Review, Mortgage Pre-Qualification and Affordability, Fair Housing, Choosing the Right Mortgage Product, Find a Home, The Mortgage Process, The Closing Process, and After the Sale.
The Community Partners Loan Pool
CADA is a part of the Community Partners Loan Pool with the North Carolina Housing Finance Agency. Eligible participants can receive down payment assistance up to ten percent (10%) of the sales price when paired with a USDA Section 502 loan (Direct, Construction-to-Permanent or Mutual Self-Help). These loans are zero percent (0%), deferred, no payment second mortgages that matches the first mortgage term up to 33 years.

State Home Foreclosure Prevention Program
The State Home Foreclosure Prevention Program is a partnership with the North Carolina Commissioner of Banks that established a network of housing counselors, legal service providers and other community support providers to assist homeowners with subprime loans in working with their mortgage. The primary aim for CADA housing counselors is to help borrowers contact their servicers to negotiate a "workout" plan that will make it possible for the homeowners to save their home and prevent the dislocation associated with foreclosure, and the servicer and the community will avoid the costs of foreclosure on the property.
HURRICANE MATTHEW – DISASTER RELIEF EMPLOYMENT
What is it? Disaster Relief Employment is a program that provides temporary jobs to North Carolinians who have become unemployed – temporarily or permanently – as a result of a natural disaster. The purpose of the jobs is to assist local recovery efforts through clean up and repair of facilities, and humanitarian assistance in the counties impacted by the disaster such as Bertie, Hertford and Martin County.
There are various types of jobs that will support the mission of Disaster Relief Recovery cleanup. These are not permanent positions or full time positions but will last as long as clean-up is needed in the counties assigned.
Applicants applying for these positions will need to be a U.S. citizen at least 18 years old, unemployed storm related, unemployed no fault of their own or unemployed due to business closure.

WIOA Youth Program
This program is designed to serve youth year round with the purpose of providing work experience, educational development and leadership development for disadvantaged youth. WIOA will serve In School Youth ages 14-21 and Out of School Youth ages 16-24 years old This service is available for youth in Bertie, Hertford, Halifax, Martin and Northampton Counties.
WIOA Adult Dislocated Workers Program
CADA's WIOA Adult Workers Program is designed to assist adults and dislocated workers to be placed in a training program with the goal of unsubsidized employment at the completion of primary services. The WIOA program provides assessment of needs for job seekers, job related services, and on the job training. The program also provides assistance with tuition, books, fees, supplies and other training related costs for vocational and technical training for eligible individuals. This service is available in Martin County.
