If you would like to enroll your child in the Early Head Start program, go to one of the centers listed or the CADA administrative office on Highway 258 in Rich Square to fill out an application.

You may call any of the centers listed on the back of our brochure or call the CADA administrative office at (252) 539-4155.

The Early Head Start program has 3 program options:

  • Expectant Families Option
  • Locally Designed Option -School year Center Based Toddler Option  with Summer service.
  • Home Based Option

To be eligible for Early Head Start, a child must be birth to 3 years of age for Home Based enrollment and 18 months of age to 3 years of age for Center Based enrollment. To be eligible for the Expectant Families program, the mother must show proof of pregnancy.

Children in Early Head Start will grow and develop in the following areas:

  • Cognitive
  • Language (Expressive and Receptive)
  • Social-Emotional Development
  • Physical Development (Fine and Gross Motor) In addition to high quality classroom experiences, CADA Early Head Start children receive physicals, dentals, nutrition assessments, and speech, vision, and hearing screenings.

PARENTS OF EARLY HEAD START CHILDREN MAY RECEIVE FREE TRAINING TO BECOME A PAID SUBSTITUTE TEACHER IN THE CLASSROOM .

Part 1 of the Application Process:

Do I have to complete the application from a computer? No. The CADA Head Start/Early Head Start Online Preschool Application may be completed from a computer or any mobile device. If using auto-fill to complete the application, please be sure to verify all fields contain the correct information.

Once I begin the Application, can I start an application and finish later?
No. Once an application has been started, you will not be able to stop and begin again later. If you exit the application before it is completed and submitted, responses will not be saved.

How long will it take to complete the application?
The application will take approximately 30-45 minutes to complete. Remember, you cannot start and begin again later, responses will not be saved.

How do I navigate through the application?
Use the Previous and Next buttons at the bottom of each page to navigate through the application. DO NOT use the Back or Refresh buttons in your web browser, responses will not be saved.

After submitting an application what are the next steps? 
You will be assigned a case manager that will contact you within approximately 7-14 business days via telephone and/or email. The case manager will work with you to submit required documents, complete developmental screeners and gather additional information as needed.

Part 2 of the Application Process:

What documents do I need to complete the application?
Documents required to complete your online application include: all sources of income for the last 12 months for all members of household, last pay stub with year to date income listed, child’s certified birth certificate or proof of age in certified birth certificate absence., child’s immunization record, current water or electric bill for proof of residence(if living with someone else, a notarized statement and a copy of the utility bill), parent/guardian proof of identity/photo ID, if military, current LES, 12 month child support verification for all children in the home, parent/guardian school schedule (if applicapable), and/or custody legal documentation(if applicable). Any documentation that is applicable for disability, retirement, unemployment, SSI/WFFA/TANF/SSA/SSDI statements, alimony, or VA benefits. What if I do not have a scanner so that I can upload documents?
The CADA Head Start / Early Head Start allows attachments to be in many formats, including PDF, DOC, DOCX, PNG, JPG, JPEG, and GIF. The maximum file size for each attachment may not exceed 16M. You can submit via email, or fax at 252-539-6500.

If I do not have documents at the time I complete the application can I still apply?
Yes. You may still submit an application without uploading documents, but your application will be incomplete. Applications will not be processed until all documents have been submitted.

What if my documents will not upload?

If I completed an application prior for  2020-2021 program year, do I need to reapply?
No. If you completed a paper application prior for 2020-2021 program year you do not need to complete an online application.

How can I check the status of my application?
Once your case manager has been assigned and has made contact, you will be able to ask questions and check the status of your application with your case manager via telephone or email
