CADA Received Funding for the 2017 Urgent Repair Program
Choanoke Area Development Association of NC, Inc. (CADA) has been approved to receive $200,000 in Urgent Repair Funding (URP 2017) from the North Carolina Housing Finance (NCHFA) to assist very low-income homeowners with special needs or with a fulltime household member(s) who have special needs in Bertie, Halifax, Hertford, Martin and Northampton Counties.
Funds will benefit households with incomes below 50% of the area median income. URP 2017 Funds are from the State appropriated North Carolina Housing Trust Fund. Applications will be ranked by need on a county-by-county basis. Applications with the highest scores in each county will be served first.
URP funds are provided in the form of a loan for the hard and soft costs used to repair/modify the house. Homeownerswill receive an unsecured, deferred, interest-free loan, forgiven at a rate of $1,000 per year until the principal balance is zero. Maximum URP assistance is $8,000. CADA reserves the right to deny repairs to a house that are not cost effective or a wise investment of URP funds.
CADA will take applications from October 2, 2017 – November 2, 2017. Contact your local CADA office to schedule an appointment to apply. Proof of ownership and income is required. Those who have applied for URP Assistance in the past must update applications. The mission of the Weatherization Assistance Program is to improve energy efficiency, household safety, and educate the public about maintaining energy efficiency. The program's focus is on the elderly, the disabled, families with children, high energy users and the energy burdened.
The goal of the Weatherization Assistance Program is to keep North Carolina citizens warm in the winter, cool in the summer, and safe all year long.”
There are income guidelines based on the number of individuals in the household. An applicant must qualify, and the housing unit must also qualify. A unit weatherized after September 1994 is not eligible to be re-weatherized.

The services of the Weatherization Assistance Program reduce your energy costs by improving the energy efficiency of your home. In fact, these services reduce the average annual energy costs by $300 per home.
Through the Weatherization Assistance Program, trained technicians evaluate the needs of each home by conducting an energy audit. They suggest the energy efficiency methods that are the most appropriate and cost effective for your home, making it warm in the winter, cool in the summer and safe all year long.
When the energy audit is complete, a technician will meet with your family to explain how the work will be done. The technician will also inform you of ways you can conserve energy.
Who Is Eligible to Receive Weatherization Assistance?
The Weatherization Assistance Program is administered through North Carolina’s Department of Health and Human Services Office of Economic Opportunity. Families with income below 200% of the Federal Poverty Level or households with at least one member receiving cash assistance programs under SSI or TANF are eligible for weatherization services. CADA staff can help determine if your household is eligible.
Due to the demand for services, eligible applicants for weatherization assistance may be placed on a waiting list for services. The Weatherization Program prioritizes eligible families, serving the elderly, people with disabilities and families with children first.
