Enfield School Apartments To Open In November 2010
Choanoke Area Development Association of NC, Inc. (CADA) as the non-profit managing member of the Enfield School Apartments LLC is pleased to announce that Enfield School Apartments will open in November 2010. Sallie Surface, CADA Executive Director explained that the adaptive reuse of the historic school into 36 subsidized apartments is the result of a partnership between Halifax County Schools, Halifax County Government, The Town of Enfield, Roanoke-Chowan Redevelopment and Housing Authority, North Carolina Housing Finance Agency, NC Department of Commerce- Division of Community Assistance, CAHEC (Community Affordable Housing Equity Corporation), and CADA. She stated that these apartments provide housing options for seniors who are 62 and older.
Ms. Surface explained that the work to convert the historic school into senior apartments began over three years ago as a vision to provide affordable housing options for seniors and to maintain a historic, community landmark. The Halifax County School System optioned the school to the county who in turn optioned the school to CADA as the non-profit developer. CADA applied for and received federal and state tax credits to apply to the cost of the renovations; the Town of Enfield received a CDBG Housing Development Grant to assist with the removal of any hazardous waste materials; Roanoke-Chowan Housing Authority agreed to provide rental assistance; North Carolina Housing Finance Agency provided the tax credits and other funding; CAHEC provided the equity funding, and RBC Bank provided construction financing. Without this partnership, the apartments would not be a reality. The budget for the adaptive reuse of the school into apartments is approximately six (6) million dollars.
There are 28 one-bedroom units and 8 two-bedroom units. Thirty (30) energy efficient, all-electric apartments are located in the main building and six (6) are located in the Media Center building. An elevator has been installed in the main building. Each unit has its own kitchen with stove, refrigerator, microwave, and dishwasher, an accessible bathroom, a living room and a bedroom. Mail will be delivered to the apartments. There is an on-site exercise room, game room, library/computer room, tenant storage, picnic area, raised garden plots, and meeting space in the main building for family events. The building has a sprinkler system and entrances to the building are secure. Activities and events will be scheduled for the tenants.
